AI chatbots are proving to be “unreliable and clearly biased” when offering voting advice, the Dutch data protection authority (AP) has reported, issuing warnings about a potential threat to democratic processes just over a week before national elections.
Testing Reveals Repeated Partiality in Chatbot Recommendations
The four chatbots evaluated by the authority “frequently recommend identical two parties”, regardless of the user’s question or command, the watchdog explained in a analysis released ahead of the late October vote.
For over 50% of instances, the AI recommended either the far-right Freedom party (PVV) of Geert Wilders or the progressive GroenLinks-PvdA headed by the former European Commission vice-president Frans Timmermans.
Some parties, such as the moderate CDA, “are almost never mentioned”, even when the voter’s query precisely aligns with the stances of these political entities, the study pointed out.
Official Warns Against Using AI Chatbots for Voting Guidance
The vice-chair of the data protection agency, Monique Verdier, commented that while chatbots may seem like clever tools, “as a voting aid, they consistently fail”. Citizens were being steered toward a party that did not necessarily align with their ideological beliefs, she emphasized.
“This directly impacts a cornerstone of democracy: the honesty of open and just votes,” said Verdier. “We thus caution against using AI chatbots for voting advice, as their functioning is opaque and difficult to verify.”
Election Context and Political Landscape
The Dutch head to the polls on October 29 in an election that will be keenly observed around Europe for the performance of the Freedom party.
The far-right party of Geert Wilders is ahead in surveys but the gap to the left-wing and centre-right parties appears to be narrowing, with many voters yet to make up their minds.
All major parties have rejected a coalition with the Freedom party, implying the party that comes second is most likely to supply the future head of government.
Inadvertent Prejudice Attributed to Chatbot Functioning
The AP emphasised that the AI systems were not intentionally prejudiced, and that their “identified shortcomings” are a result of the manner in which AI assistants function.
